Decision to scrap exams void, UGC tells SC

The University Grants Commission told the Supreme Court on Thursday that the decision taken by the states of Maharashtra and Delhi regarding scrapping of final examinations in universities would be void since they negate UGC rules and guidelines. The UGC said that the decision to cancel exams due to pandemic was void ab initio, i.e invalid at the outset since neither the Disaster Management Act(2005) nor the Epidemic Diseases Act( 1897) empowered the state to take such decisions. Hence the states have no hold to be able to override the UGC’s directives, the latter being the sole body empowered ( under the UGC Act) to direct universities about examinations.
